Q #8: With a runner on first base and one out, the pitcher (while on the rubber) fails to come to a set position before attempting to pick the runner off of first base. Is this a balk?
A #8: The pitcher is not required to come to a set position before throwing to a base. The pitcher is required to come to a set position (a stop) before delivering a pitch from the stretch--or it is a balk.
